IS IT POSSIBLE TO "ADD ON" TO A GAME AFTER IT'S BEING PLAYED?

For example, say I wanted to release my RPG to my friends in an episodic manner...like, maybe I'd send them the first 1/3 of the game, then the complete 2/3 when I finish it, and finally the entire game. Would their saves transfer over to the "updated" game, or do I have to wait and just send the entire finished project?

As long as their save file isn't overwritten they should be able to continue where they last saved upon updating the game.
You will, however, have to complete the characters in the database in the first instalment. If someone was a blank spot when the file was started, they will be level 1 with stats of 1 when they join later. These things stick with how they were when the file was started. :(

Obviously, with a switch indicating if they started on an older version or the latest version, you could tweak their stats in-game, though.
This depends on the version of rpgmaker, actually.

In RMVX, all the databases are seperate, so you can just send them the files they need to update the game. RM2k/3 users are not so fortunate.
For a good example of how to do this, look up The Way series.
