Stop holding up on your gamepad.
I have no idea what you are talking about. Try to write a bit more verbose statements.
ok, here is the problem, when i start a game i made, or a game i downloaded, made in rpg maker, or that need rpg maker, the charecter keeps going up, and in the manu i cant go up, i can only go down, its like when you leave a button pressed on hte ps2 and you start the game that button stays pressed even if you dont touch it
Do you have any gamepads plugged in?
First of all, I would just like to say that posts like these:
Second, I think it might be something wrong with his RPG maker. I am trying to explain why I think this, but it might be hard to explain in text.
If when he starts, the menu isn't moving up, then this indicates that his up key isn't stuck in the presserd position. However, when he starts the game, he claims that the character begins moving up indicates that the up key IS in the pressed position, and then when he opens menu, it doesn't move up, nor can he make it move up.
My question is can you use the up key functionally while outside of RPG maker? An easy way to test this is by clicking on an icon on the desktop, and then pressing up and down a few times, it should move as normal. If it all works fine, then try re-downloading your RPG maker.

Are you -positive- you have no gamepads plugged into your PC?

I think I remember this happening to me way back in the RM2K days. I'm pretty sure it had something to do with a gamepad. I remember it continually going upwards in the title screen menu. I'd say, if you have any kind of controller plugged i, unplug it and restart the computer. If not, restart it anyway. :D
