RPG Maker 2003 is not legally available via the internet, or in english speaking countries at all unless you import it. We do not support piracy here, ergo, you are not allowed to ask for pirated software.

The best site is lol illegal. They have it for free, and legal.
Don't be an idiot. It's in no way legal on that website or anyone else's. I suggest you remove that link before holb or WIP gives you the smackdown, because links to illegal software aren't allowed here.
The only legal version of rm2k3 is the original Japanese-language bought/imported from a store in Japland.
Having said that, if you REALLY can't find a download of rm2k3, you really need to learn how to use the internet better.
