Ever played Hero's Quest? Example: notice every time you go on to the next chapter there's a picture saying Chapter 2, Chapter 3, Chapter 4, and so on.

Where do you make or get your own pictures?
With the amount of experience you have in terms of making games with RPG Maker (still a beginner) and graphics design (I'd venture to say very little or none), I would have to recommend doing the best you can with the resources RPG Maker provides you. Don't try to break off too far if you can't help it, until you gain more experience.

Your question is more about graphics design than game making. Check out GIMP; it's a free graphics creation program with capabilities similar to Photoshop. Read documentation, search google for tutorials. Hell, I STRONGLY recommend taking a community college course on graphics design; chances are they are really great and can build you up pretty high from scratch. Try to gain some knowledge yourself instead of trying to get each individual issue you come across taken care of by other people.

RPG Maker 03 doesn't have any pictures, you have to get your own

but yeah I'll check out GIMP
Waat ees dis Hero's Quest?

Use something like GIMP or Irfanview to resize an image to 320x240 and reduce color depth to 256 colors and save it as a PNG. Then in RM2k/3 import the image to your Pictures folder. Then in an event use the Show Picture and Move Picture and Erase Picture commands to manipulate the image in game.
