what's wrong? And try to explain what you are trying to accomplish clearly and succinctly. Because right now I'm a little confused.
I want to make my rpg 2003 game executable. So people can play it without owning the game and without opening and messing with folders. The game disk option in 2003 makes no sense. Which is why i am here for help.
You can't make the game just a single executable using RM2k3. I think there is a software packager that can do it, but I can't remember what it is called (Molebox I think?). Try googling that.

Okay, the game already HAS an executable file in there, It's called: RPG_RT
look for it in one of your games you built, see it? It looks like a little dude holding a sword. Double click on it. BAM, EXE file. You don't need one where you already HAVE ONE.
Now all you need to do is simply USE WIN RAR and use it on the folder the game is on. (basically, right click on the folder your project is in, then click on Add to Archive) Then it makes a copy of it and turns that copy into a little stack of books icon. Next you need an uploader, I suggest Megaupload personally, but that's my personal preference. Simply click on this linky: http://www.megaupload.com/
Then find the little book stack icon your project is in, that's your zipped file that you need to send to Megaupload. THEN when Megaupload does it's thing, you bookmark the link and you can copy and paste that link to forums, or submit it to RMN. There isn't any way around this, you need WIN RAR even if you make a game disk, and most people don't bother making game disks since you really don't need it.
- Why do you need Win RAR and use it? Because uploaders are a pain in the butt, and zipping the files up speeds up the process of uploading and downloading significantly.
- Why do you need an uploader? It's the only way to put your game on the internet.
- Why do most people not use the game disk? Because everyone who uses RM2K3/XP/VX can play those games. Those people who are outside of our RPG Maker community, don't normally play our games. It's not that these games are bad, but people prefer professional made games vs. small time amateur games. So normally, only those who have RM2K3/XP/VX normally play those games. We don't need game disks to run our games. It would be fruitless to try and make an outside EXE file, because we all know where the RPG_RT EXE file is.
Now if this doesn't help you out, I wouldn't know what will, you can't really get by with RM2K3/XP/VX without Win RAR, or for that matter... downloading just about any game requires you to unzip that file so... you'd need that tool for that as well.
I believe he's looking to make his entire game into a single executable - like resources, DLL files, the whole works - and just double-clicking the EXE starts the game. MoleBox does do this but it costs 299 euros. There might be a open source software solution that can do this but I didn't look into it.
But WeasleX has just provided you with the outline of what everybody else does for distributing their games (except that I prefer using RMN for my game hosting).

Yep, I re-read that and edited my post a bit. I did say that you don't even need that because most people who play RM2K3/XP/VX already know where the RPG_RT file is AND, most people who play RM2K3/XP/VX USE the system. We all know where it is, it seems unneeded to make an external EXE file.

I addressed this in my original response, too. Brickroad wrote a tutorial on how to make your games playable without having RM2k/3 or RTP installed:
