Just open another sheet from your rm folder which you know works in paint and copy paste whatever you have into that sheet.
Hard to control any colourloss this way, but it's simple and it works

make sure you have the appropriate folder highlighted when you try to import it (Chipset, Charset, Battle, etc)
And make sure you save it as a 256 color image.

Get Gimp. it's free
open your png in that program.
go into image->mode - index -> and select "generate optimum palette" and select NO DITHERING.
problem solved.
EDIT:this is because rpgmaker 2003 uses indexed color, not real 8-bit color.

You'll have to import it using the resource editor in 2k3, which will let you click the background to make it transparent.

ah, so that's how you do that. I got fed up and just added in an alpha channel :P
Also - Someone get this guy a grammar book, a complete set of punctuation, "computers for dummies", and a tutorial for rpgmaker 2003 - in that order.
the best tool ever for RM2k/3 character editing is Adobe Photoshop and/or iDraw.
In iDraw the first colour on the platelet is the transparency colour. So if any pixels you need use are this colour then you need to use a different box on the platelet.
That is the simplest tool to use for what you are trying to do. Google iDraw RM2k and im sure its on crankeye.com

can i do the same thing with mspaint or gimp
You cannot do this in Paint and I'm not sure about gimp as i have never used it. Just for a laugh you should know that in England (where I'm from), the word gimp is an insult and means that you are stupid xD
1. Learn how to use a computer.
2. Learn how to interact with the Windows GUI.
3. Learn how to use English.
And a new step:
4. Read the fucking manual.
Everything you've asked in here is answered in the manual.
