SHOULD MY TOWN BE FILLED WITH PEOPLE?

What I need to know is how bad does it look, and how many people should I have just wandering around (if any)?
That is up to you. A busting metropolis should have a lot of people while a small seaside village would have less and a ghost town would have close to none.

I believe the spaces separating the buildings of your town are too big. Just an opinion, though.
Perhaps you could add more buildings, or make them closer together.

And about the townspeople, I believe you should have just enough citizens wandering about to give the feel that the town is not deserted. But the most important thing, I believe, is that they all must have some meaningful to say...

You should definitely add people to your town... for a map that big, 5-10 at least. There's not too many.
Wow...I really, really suck at map making.
You do.

But it doesn't mean you can't improve. Just practice and look for good examples.

And by meaningful things to say, would that not include two siblings who say, and I quote:

"Teenage Girl: C'mon, little sis. School is fun!"
"Young Girl: But I want to stay home with mommy!"
"Teenage Girl: Well, mom will die unless you come to school with me!"
"Young Girl: *Cries*"?

Sort of. I was just wondering why slightly meaningless conversation is frowned upon in the RPG community.
A lot of people believe that if a character has nothing useful to say, they should say nothing at all.

For me, it really depends. If what they say isn't necessarily USEFUL, but it is interesting, I'm ok with it. But having a city full of 'Welcome to Bilton' Is very, very dull.

I like to have the people be realistic. In one of my larger cities, trying to talk to people irritates them. They will tell you to go away, or get out of their way.
