I think that's everything. Makerscore is defined right in the code, so I had to hunt through it to find the values that are being used.
Out of curiosity, why does providing a review give more makerscore than a download? Shouldn't having a completed game be the submission we reward the most?
Completing a game is awesome, but completing a game that someone took the effort to review is real benchmark here. See, once you get reviewed, your makerscore skyrockets. Even a 0.5 review score average nets you 20.
Plus, it's 15 ms per download. Some games have many downloads.
I am open to discussion though.

Ah, I see. With the 50% bonus to completed games, that makes a lot of sense. I guess this is kind of an aside, but shouldn't we discourage games having a crapton of unnecessary downloads? For example, if you upload a version 2.0 and there's never a reason to play 1.0 again, why should the 1.0 download stay around?
