I've started a new game project, and I'm a little stuck with my character choices. I'm using RPG Maker XP, and the default choices for people are not very large. I was hoping someone might know a site where I'd be able to find a larger selection of soldiers, and/or other people.

my computer doesn't seem to want to completely show me that site. I've seen it before, and while it sounds like a great site, I can't seem to use it. I have the site up, and instead of what I think is supposed to be the character generator, is instead a big white frame in the window.

Could it be that you do not have Javascript Platforms or perhaps Flash Player?

then you either have flash blocked or not installed/updated. that white window is a flash based application. try a different browser or do flash troubleshooting.
*try firefox, you dont have to switch all your browsing to firefox, just try it for this one site. also you can try compatibility view mode in IE8.
also reinstalling flash is an easy thing to do that could possibly fix the issue.

I have tried compatibility view in IE8. Didn't do a thing. I'll look at my flash player installation. This isn't the only site where flash applications failed to work on my machine, so maybe something might be wrong with my flash installation. I'll take a look at it.

with IE sometimes people dont realize that its running with addons disabled. check your shortcut.
trying a different browser is the easiest thing to do and will probably zero in on the problem (browser related as opposed to PC related)
