According to M-W, the term reference means directing your attention to something by clear and specific mention, while the term allusion is like a reference except implied or subtle.
I don't think that if you're just using a name and nothing else, it really counts. You're not pointing to any meaningful part of the original work.
If you want to count Biggs and Wedge as references then okay sure, I've seen more of them (and still don't think they add any depth)
Who cares about depth and depth alone for the purposes of this conversation? If it entertains and doesn't subtract, it works.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

To me it subtracts from originality, believability, immersion, and dramaticness. In a comedy I'm much more tolerant of it, because then only originality is a concern.

No, if you have like... a sizable portion of the script directly ripped from someone else's work, that's a reference also. Or whatever, I don't know, who cares. Fuck it, who cares, it's a reference if your character has at least 82% of the letters in his name in common with the source material. It doesn't matter, it's just semantics, I generally dislike it regardless.
I like putting references into my games. I do lack some subtlety when I put them in, but that's usually part of the joke. If people like putting them in, I don't mind it. However, in any game, I don't want to be betrayed by Judas or something cheesy like that. That's where I draw the line.

To much and overtly can start to blur the line between allusion and plagiarism ( like family guy can do every so often)
that is very true. But, there have been some examples in Family guy where i have left feeling "I think i have seen that somewhere before"
Not dissing on Family guy, i think it is funny, and at times hilarious.
