Um... Just a few things.
You're brazillian, right'o?
Anyways,
I don't think anyone will want to team up with you. See why:
º Nobody knows you. (And thus people may find it hard to believe you)
º You've never shown youer work before. (And thus people don't know if they wanna work with you or nit ie they don't at all.)
º You're underdescriptive.
So I'd say for you to post a project or 2 (preferrably with demos), get used to the community and stuff.

Ok, a couple of comments for you, you've appeared here as someone completely new, you've got nothing to show that you have any particular skill and are asking if other people will dive in and do a lot of work on a game of your devising.
You haven't decided what tool you wish to make it with, note RPG Maker 2k/2k3 is not compatible with RPG Maker XP or RPG Maker VX or Sphere. THe later three are each not compatible with each other either.
I enjoy helping people with Sphere games (I don't have any version of RPG Maker any more), I enjoy making battle systems and the like for people, but neither myself nor anyone else is going to commit to working on a project with that little information. I'm sorry.

well...What kind of workload do you expect people to help you on? A good recruitment topic is telling about your project plans, aka what kind of story it has, what maker, what requirements etc. It's good if you started on your game first as a "proof of concept" and that later on you can add things. etc.etc.etc.
By maker, I meant that you should've really picked one and worked with it. Even if they helped you, if you can't assemble them together, it's useless.

This is a bad topic.
If you want people to help you, you need to really sell them on your skills and that you can really make a complete product. This is difficult when the primary skill you list is 'writing' and you have no material (e.g. games or writing examples) to back it up. Anyone can say "I have lots of ideas!!!" but this means nothing by itself and the title of 'writer/game designer' applies to pretty much everyone in this community, no matter how terrible or good they are. Compounding this is the fact you are a new member. People will be much more apt to get involved if you are a familiar face.
Also, being able to use Character Maker XP is not a skill. A monkey can use that program.
I will be moving this to help/requests.

You mean the story? Yeah, I do story. You do the rest for my awesome game called "Tales of a Hero". ^_^
I sympathise as I posted something approximating the first post of this topic on a different forum several years ago, if you choose to use sphere I will help you a bit with scripts if you can assure me you're committed to the project.

If you have experience with "html css and a bit with A.S. 2.0", you should then show us what you got with that. But that is irrelevant since here, we talk more about artworks and programming (RPG Maker-wise, anyway), not much of website creation.
And you said you know how to use character maker, right? Then why don't you show us your works in pictures? Words are meaningless without pictures.
Just by saying you know this and that doesn't make the cut.
