When I say turn based abs(action battle system) I am talking about the wait/active option in some games. This option pauses the game when selecting items/skills, but what if it paused the atb bar completely when it is a character's turn? Would it still be considered an abs or would it be turn based? Do you think this type of abs would be as interesting as a normal abs? Would any of you like this type of abs?
I personally don't like when the atb bar keeps increasing while I input my commands because that means the enemy's bar goes up as well. I can never input my commands as fast as the enemy, so that means the enemy is gaining extra time which I think is unfair. What do you think?

If the bar stops as soon as it's someone's turn, why even have the bar and not instead go Final Fantasy X's route? All the bar does is to add a wait for the player.
Anyway, I would not consider it an ABS. I would not consider ATB an ABS either however. As for whether or not it's a good idea to add a wait option, I'd say yes, but consider that the bar now has very little purpose.

I never played FFX, so i don't know how that works. The bar has a purpose still because it decides who goes next and with enough speed some characters may be able to get in more attacks then the enemy or vice-versa.
However, there are some games who use the ATB thing and cut away the waiting time for your bar to fill. Plus they show the turn order.
There are plenty of turn based systems that allows faster characters to get more turns than slower characters without having a bar that slowly goes up, FFX among others. You don't need a bar for that, the game can just calculate who's turn it's next and instantly bring that character's turn up rather than waiting for a bar to fill up.
Let's assume the thief gets the first turn and the fighter the second. With an ATB, once the thief carried out his command, chance is the bar has filled up for the fighter and you can now enter the command for him. However, if the game pauses as soon as the thief gets his turn, the bar for the fighter will stop. Then once the thief is done, the player has to wait for the fighter's bar to fill up before he can do anything.

I'm not sure I understand. If you remove the bar then it just becomes turn based. Lets say the enemy your fighting can fill its atb bar 20 times a minute with its speed. Your party members can only fill the atb bar 14 times a minute. By removing the atb bar it would confuse the player why the enemy is able to attack more then the player. I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

RM2K3's wait mode works exactly like you describe. When a player's turn comes up, the game pauses. If you set RM2K3 to active mode, it works like Final Fantasy's wait mode.
FF10's battle system isn't a true turn based system because the speed in which you get turns still depends on your agility. It's kind of like ATB with an extremely, extremely fast bar. It's not confusing because it tells you how it works - agility makes you faster. It wouldn't be confusing anyway because the idea of someone being faster than someone else is an extremely simple concept that any player should be able to figure out...
Also, as Crystalgate said, you're talking about ATB, not ABS. ATB (active time battle) refers to Final Fantasy 4 through 9, Chrono Trigger, and RPG Maker 2003. ABS (action battle system) refers to the Mana games (also called the Seiken Densetsu games), Kingdom Hearts, and any other "action RPG" where there are no menus involved, where you just run up to the enemy and press a button to swing your sword.

No, this is just... flat-out wrong. I knew exactly why my FFX characters were getting more actions than enemies, and more than each other, because it's intuitive and self-explanatory. Rikku frequently acts twice in a row due to her actions having small lag and her having high AGI. In the very worst case scenario you simply explain it to the player when introducing the battle system! Or you can structure it like BoF3 did, where "EX" pops up so you know it's an extra turn from high agility.

Also I don't understand what you mean it wouldn't be confusing. And who tells you how it works, the game? Many turn based rpgs have agility or a similar stat, but I don't expect to get extra attacks in because of it. I would need explaining to know that the battle system is not actually turn based.

Final Fantasy 6 allows you to play on Wait Mode as well.
Anyways, the extra-turn-by-speed mechanic is likely to break the game if you don't handle it with care since the players spam the enemies dead with their countless actions (unless bosses have an obscenely high speed stat).

Final Fantasy 6's wait mode works the same way as RPG Maker 2003's active mode.
LightningLord2 is correct that speed is an incredibly powerful stat. Increasing speed by 10% is more powerful than increasing strength, magic, and willpower all by 10%. Which is to say, if you increase the player's strength by 10%, his physical damage per second goes up by 10%. If you increase the player's magic by 10%, his magical damage per second goes up by 10%. If you increase the player's willpower by 10%, his healing per second goes up by 10%. And if you increase the player's speed by 10%, all three go up by 10%, and number of buffs and debuffs cast per second goes up by 10% as well. So you have to be careful to limit how much the player can increase his own speed.

McBick, the way it keeps from being confusing is that a big set of faces are shown to the side so you know the order of the turns for the next little while. (It doesn't look like anyone mentioned that?
