What if I decide to make all custom resources during my 4 hours?

Assuming I choose a super-minimalist style, of course.

Also, not knowing the theme makes it incredibly unlikely any specific pre-prepared graphics/sounds will be suitable.

That is 100% a-ok!

As for preparing rips, I think it would be like having rips that you know how to use easily categorized so you can find them quickly. Like if you hear the theme and your game idea involves a castle you already know of a castle tileset you used before passabilities set and everything.

Rule of thumb: You can't prepare anything specifically for the 4h game in advance. Like making custom graphics, sounds, scripts, or content. General resources like rips, script libraries, or the kingdom hearts OST are allowed because they weren't made just for your game. There's nothing wrong with gathering resources but you aren't allowed to actually make anything or else (you'll feel bad for cheating).

And remember. There's no way anyone can ever know whether you've made something specifically for the 4 hour game or you use something unused you made for another project a long time ago!

(So you can always make a bunch of custom resources for "another game" instead of making them for this 4h project)

Basically I'm trying to say that you don't need to feel bad for cheating. (because it's not cheating!)
