I was wondering, even though Renpy is mostly a Visual novel maker, is it at all possible to make an rpg with it?

Let's put it this way... It'd be a lot easier to make a VN in RM than an RPG in Ren'Py.

Not to mention that Ren'py has the special honor of being the only engine with a worse reputation for crappy games than RPG Maker.
It's a lot easier to get an RM game with VN elements taken seriously than a Ren'py game with RPG elements.

You only need Show Picture, Show Message, and Show Faceset at the bare minimum from RM's event command list to make a visual novel. So yes, easier to make a VN in RM than to make an RPG in Ren'py.
Remember! To get a battle system you don't need to do a sideview or anything. In a visual novel, for instance, you can do the battle using just the text (if you can do some calculations and get some variables, it's all you need). It even makes much more sense.
For the roleplaying itself, you can go by the "make decisions" way.
But yeah, you can still use VX or XP or whatever you can use easier. The easier the best. If you are just looking the best way to prolong the development, then why don't you start programming in assembler?
The last part is the most useless in this reply, but anyway, what I wanted to say after all, was that an RPG is not a Final Fantasy. If you want a VNRPG, you don't have to do a Final Fantasy with VN-like cutscenes. That's after all, just an RPG.
