I hated KotOR I but loved KotOR 2. There are a lot of reasons for that but in KotOR 2 I loved the NPCs because you never knew what might happen when you talked to someone. You could do hilarious stuff like force persuading people to jump off a building. To me that makes a quality NPC. Think of them less as just NPCs and more like people that can be interacted with in the world, just like any other person. Many interesting things can come from an interaction between two people, it doesn't just have to be a piece of dialogue. People just kind of default to making them into these static figures and it's really unnecessary to limit them that way.
