TRYING TO PUT MY IDEAS TOGETHER..

Okay, so I've been racking my brain for a few days now and I think that I've finally come up with a basic ideas for my next. Still unsure about what maker I will use as well.. Always open for suggestions...
Basic idea:

At the beginning of the 22nd Century, mankind's excessive draining of natural resources began to cause a series of catastrophic events(undecided) which annihilated almost all of civilisation. Those who remained set their sights to the sky, and "Hope's Dawn" and organisation devoted to the construction of "The Ark" a life sustaining space station.
The Ark was completed 20 years later. Humanity could now leave behind it's home world Earth which had become desolate and find a new world and start anew.

I was thinking maybe the game could take place maybe a decade later, but then I thought that maybe a more significant amount of time would be better, considering that I'm wanting deep space travel to play a major part of the game's story...anyway. The game's focus will be the party traveling through space in search of a planet similar to Earth in size and atmosphere. Of course there are obstacles which get in their way and they have to find a way to overcome them etc etc but still unsure whether or not I want to include intelligent life.
Anyway any opinions or helpful ideas?

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

This sounds like a neat idea for a tv drama series but it doesn't sound like it would include enough fighting to make a solid RPG, unless you're planning on doing something unusual. What kinds of conflicts would make up the bulk of the gameplay?
Well, I was thinking something like some kind of civil war...I do some interesting ideas but I think it's something I'm not going to entertain just yet.

So most or all of the battles would be against other humans? Unexpected, and potentially really interesting in a situation where there are only a few thousand humans left alive at all. By starting a civil war, no matter how just or how necessary, you would practically be dooming the human race. Like, there are probably only one or two people alive who know how to do each thing that's necessary for your journey to succeed (life support, planetary scanning, ship maintenance, etc.), and they all probably are loyal to the government.
If you spend too much game time on developing the civil war part, the main focus won't be space exploration anymore.
Here're suggestions on how you could develop the story (happy endings only):
1) At the beginning you play a small part on Earth to introduce the civil war, then you are sent to space exploration where you spend the majority of the game searching for suitable planets. At the end the main baddie is defeated on Earth and the people rejoyce with the discovery of the new planet.
2) You play a majority of the game on Earth or Ark and focus on the civil war part, then near the end you are sent to space to stop the main baddie and quickly find a suitable planet.
3) You alternately play short moments on Earth and in Space, either in the form of flashbacks or with two teams of heroes. The two objectives are eventually achieved (the civil war ends or a suitable planet is found).
You could go for imperfect endings too. For instance, all the Humans kill each other and the small space exploration team finds a planet for themselves. Or the Humans are sent to the new planet but keep on fighting for resources and repeat their past mistake.

Very fun concept to work with. But also fragile. About as fragile as you'd imagine the human race's potential survival is in this case. Deciding on the length and depth of the story is important here.
If you're thinking civil war, how about something more primitive? Dysfunctional governing body running the space station. Critical resource stolen by rebel faction, who make a hell zone out of a section of the station. Sets up nicely two P.O.V.'s. Maybe choose between Hope's Dawn or the mutiny.
Then if you want, there's plenty of area for depth, delving into origins/backgrounds of the survivors. Like Avee mentioned, delve deeper into how the catastrophe happened with a perspective on Earth.
