So since in this scene he's obviously talking to the alien(s) then he comes across as imposing, which appears to be the effect you are going for, so well done. Height differentials make a lot of difference in real world conversations but rarely if ever make a mark inside a game. It would be too difficult to constantly change perspective depending on who you were talking to, and would probably just confuse people anyway who haven't realised that's why a particular bust appears to be bobbing up and down.
I think you've struck a good balance with this guy, and for some reason that gold tooth just makes me like him. For all that he is an upholder of the law, he appears to have a rakish rebel side too.

Is the Justicar supposed to be imposing and towering? If so then his bust is fine, but if he's meant to be a bit more of a comforting authority figure then you may want to drop his bust a little. Unless of course the person he is speaking to is actually 4 ft high.
This is a good question, and he is meant to be rather ruthless lawmaker/judge. The children are smaller in portrait size to create a difference, with Jayce being shorter than Stacy due to his position in the wheel chair. The Aliens will be somewhat taller and thicker in width. The sprites will also show this size difference.
Would a drawn comparison chart/size ratio help a bit in understanding? Happy to make one up.

I'm not sure I understand, did you mean the DS sprite of Stacy? ACE sprites for the RTP are a different style.
