I was wondering if it was possible to have an event like a zombie move toward another event like a person and when they collide a game over is achieved?

I make a battle, later I try to change the battle background but when I test it the background wont change, any idea whats going on?

I am wondering in rpgmaker 2k3 if I can make an enemy closer to the players take more damage than the enemies farhter away? I also want to know if the enemy is closer it deals more damage? Thanks in advance for help.
