You're better off just making a custom engine. MUGEN is an old beast that's hard to get working on everyone's machine.

Actually though the topic's main line is rather vague I have to admit I am also curious as to the creation of MUGEN characters. How does one go about coding skills and special attacks and connecting them all up to character graphics and sound effects? I was actually thinking about making my own MUGEN characters so it it's an interesting inquiry.
I got the program to make the character. I am bit understand how to make a special move.

@The_Messiah: I was mainly responding to Atalas. But you mentioned before that you reduced the image to 256 colors, in which I thought you solved the problem (most HQ images are going to look bad if you're trying to import something into a 256 color program).
edit: go into photoshop, open up the image, then select image>mode>indexed. On the top bar. And no, VX/XP are not limited by colors.
I have selected all the selection you said. Now what I do?
