LOL. I can't find a download for RPG Maker 2003. Therefore I can't make my own games. ;-;
Get RPG Maker VX Ace Lite. It has some restrictions but it'll get you into the feeling of the programs.

The ones most commonly used around these parts, in order of oldest to newest, tend to be:
RPG Maker 2000
RPG Maker 2003
RPG Maker XP
RPG Maker VX
RPG Maker VX Ace (Lite is a restricted version of this but it's completely free)
RPG Maker 2000
RPG Maker 2003
RPG Maker XP
RPG Maker VX

You heard wrong. I'm not sure, but I think it's called 2003 for a reason. VX Ace is the newest I believe. ;)
Ace Lite is Ace with plenty of restrictions, but 'tis free. You could make a small game with it.
You could check out the Ace Lite cookoff event games to see what kinda game you could make with it.
