Google offers you that option; there are alot of ways to search with Google besides just typing what you want in. Hell, just adding speech marks around your search makes it a hell of a lot more specific.

That fine is divied up between 4 different owners and I'm sure that they have a lot more were that came from. This is like a fine were a proathlete swears at a ref. Not a big fine.
They said they can't and won't pay. Although I'm not sure how much it'd cost to keep servers running and all that jazz.

However in a press release the priate bay said that this would not affect the site at all.I am pretty sure losing $4.5 million would impact the running of Pirate Bay a fair bit. If not, then them Pirates really have a lot of money to burn which would be nuts and seemingly go against everything they stood for?
Also I think the fundamental difference between Google and Pirate Bay as pirating tools is that with Pirate Bay you can explicitly choose to limit yourself to TV Shows/Music/Games/whatever (straight off the homepage, too - that does scream piracy), while Google offers no options of that sort, so I'm not sure of the comparison.
