OK, it seems that the MGC error is caused when the file MGC_Map_Ace_1_6.dll isn't in the main game directory. If for some reason it got deleted or moved, the file can be found here: https://drive.google.com/file/d/0B_6l75ShKBDmUENzV1I4djBQWDQ/view?usp=sharing
However, the file should be in the game folder by default among unpacking the downloadable executable.

I installed a fresh copy of VX Ace Didn't help
Huh. I wasn't able to replicate that error when installing on a new computer (without RPGMaker installed). I'll look into it more tonight. Has anyone else had this issue?
