The only good RM* action game is Avarice and it's pushing it. Use GM, seriously.
And yes, you'll have to code. It's intimidating, but supposedly I'm a stupid, immoral, evil, worthless meanie-head and I can do it, so...
I never said I was going to do it, I was just curious. So does RGSS or Ruby or whatever it's called help do awesome things outside of battle? I wonder how the hit detection is...
I do plan to make my next action game in GM if SOMEONE shares his wealth of tutorials :P That's why I mentioned it.
I have no problem learning to code. Honestly, I've never spent a lot of time using 2k3 battle events so even if I wanted to make an RPG in 2k3 I'd have lots to figure out. Using a newer maker would make more sense for me when/if I decide to make an RPG.
*Also, there's a handful of people on this site that really should be making professional games. So like, stop making the rest of us look bad xD

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

My RMXP game uses a Tool system similar to games like Lufia, Wild ARMs, and Zelda. Hit detection is at least good enough for that much! I even have the ability to specify different heights for tiles, using the terrain tags in the part of the database where you set the passability/etc. for tilesets. So if I shoot at an enemy when I'm on a ledge above him, the shot will pass harmlessly over his head, and if the shot hits a tile that's higher than where I shot it from, it knows that's a wall and stops. I had to modify this script a little to make it not crash if you pause mid-shot, and it wouldn't work very well in a fast-paced environment without further edits, but my point is that it's doable. This is something I could not have done in 2K3! At least, it would have been a complete nightmare, and likely missing a few features. I've also seen scripts that do view ranges, smart pathing, etc.
Though, the primary reason I'm using XP for this project isn't actually the graphics, or even the Tools system I just described. It's the Chrono Trigger Battle System that literally looks and works exactly like Chrono Trigger if you set it correctly. I didn't abandon the SNES nostalgia when I chose XP - I chose XP precisely because of said nostalgia. Let it never be said that I place no value on nostalgia.

This is off-topic but I've been taking up this challenge under 2k3. I believe it might be doable by adding tile ID checks to the usual XY checks, and using chipset tile doubles for every story.

Yeah, I don't think it would be too hard to recreate that in 2k3 LockeZ. It actually sounds like a fun challenge :D Have the projectile phasing and use X,Y for collision and your terrain ID sets the "height" variable that determines if it collides with something.
But I'm sure it can be done with more flexibility in another maker.
Yeah, no doubt there's tutorials out there but there was talk of a community effort and I'd rather participate in that.
