Hello thanks for even reading im very new to all of this developing and whatnot so any help would be appreciated if someone could link me to where i could either find a tutorial on how to create sprites with modern attire or edit pre existing sprites. for RMXP. i dont even have the software yet but have been reading and doing research and i will have it soon i jus want to be prepared for when i do have it i want to hit the ground running. i plan to download the new modern tiles and not exactly sure what the game i will be creating is yet but im thinking along the lines of an action rpg probably with crime elements and alot of fighting and shootout nothing special. any references or help would be appreciated and also if someone could let me know how to acquire a vehicle graphics for my game that would be greatly appreciated. i have many questions but this is all i can type for now any help would be appreciated thanks again.

I don't know much about manually spriting, but if you're okay with taking the easy way out (like a lot of people actually) you can find a character generator for XP that'll make basic sprites for you. I never used XP, so I don't know much about the resources or generators for it though. If you're adamant about making your own sprites, then stick to it! We need more people in the community with artistic skills and less lazy people like me lol.

Also, you might not want to do an action RPG just yet. If by action RPG you mean a Zelda type game where you run around and fight enemies in real time, that takes a LOT of work. I'm making a game like that right now and its pretty complicated. For one, if you're new to RPG Maker, you probably won't be able to script in a battle system, and again, being new you'll also have trouble even using a battle system someone else made.

I'd suggest you make a standard "king sent me to slay the dragon" type game with the built in standard battle system (which is your usual Final Fantasy type thing) just so you can learn the basics of RPG Maker. Start small before you try some big action game.

Also, you can skim this thread for random resources you might be able to use.
ya by action i jus meant like not as much storyline as most people would probably prefer but thats what the person who turned me onto RMXP and all of this cool stuff i had no idea about also said. so im just planning to use the default battle system until i get better with programming but a quick question i have downloaded a few games off of the games list and browsed through others and saw that they had jus slightly changed the default battle system to where they have the side view of the sprites and when they press the attack button the sprite would charge across the field at the opponent. is this type of edit done by simply a change of script or is this feature to be found and downloaded?

There's an edit button at the bottom of posts. You can use that instead of double/triple posting.

The side view stuff is done by adding a script to your game. There are plenty of free scripts available that can do this for you, you just have to search around some or check here on RMN. I don't know much about XP so I can't tell you much about available scripts for it. Some are pretty hard to set up though, so I wouldn't bother trying it right away. Like I said already, make a simple game and learn all the default features before you go adding a bunch of advanced ones.
thanks man ok i will definitely take it slow when i get started back up. so a quick question though i tried downloading a game on here called infinity 3 and its not seeming to work. ive read around and people speak of this RTP i must download. is there an RTP for each game ? or am i missing a step in the download process?
The RTP (Runtime Package) is the default files for an RPG Maker engine that includes all the default sprites, sounds, etc. Most games are made with this unless the developer is able to make/find their own content to use in its place. You'll usually need to download the RTP for each RPG Maker engine if you want to play a game made with it.

wow dude your such a great help i dont think i wouldve ever figured that out. haha well i will think of some more questions and get back here in a bit but i think im going to play some infinity 3!
well that day i responded i tried it and nothing worked. i asked the creator to help and he said i didnt need to download rtp cause infinity 3 comes prepackaged with it. which is great and all but still doesnt quite solve the problem anyways im going to keep working on it
