Hello,
I was recently interested in learning how to install the RPG Maker 20XX engine to the RM2K3 Engine, but unfortunately, I can't really find any info on doing so. I was wondering, does a tutorial exist on how to do this? Also, would there be any way to up the amount of frames that can be used for character animations in this program?

I think that that is difficult, almost impossible. That's because the combat system of rpg maker 2003 uses characters animations and rpg 2000 didn't. Also it not worth trying that. You can donwload rpg maker 2000, don't waste your time!
I think, at one point, RPG Maker 20XX was designed to extend/improve the functionality of RPG Tsukuru 2003. I'm not sure where it's functionality stood in relation to Cherry's DYN plug-ins, or the official English release that came out whenever-it-was-ago. However, to the best of my knowledge, it is it's own engine (ie: you do not "install" it into, or with, RPG Maker 2K3, or RPG Tuskuru 2K3), and has been this way for some time.
Regardless, I feel questions regarding it's use would be best directed/posed on the gamepage for RPG Maker 20XX, rather than in a thread.

Can have extra animation frames added to the characters
Can be an Action RPG
Does such an engine exist? if not that's ok... I'm also on a mac, but i can put it on PC if necessary...

I vaguely recall a video/screenshot involving Mode 7 emulation in a game made with... TsuK3 (ie: RPG Maker Tsukuru 2003)? It was a while ago when I saw it. If it was a TsuK3 game/screenshot, it was probably using a DYN plug-in to pull it off. I don't know about the other engines, but, I suppose it's possible?

It's probably simpler to use a script for the engines that allow scripting. As for engines that do not allow scripting, that I don't know! My instinct tells me that event-commands could do it, but I couldn't give you a step-by-step process.

You may consider looking into Gamemaker, since that does a lot more with pixel based movement than RPGMaker and you can add Mode 7.
