Just announced in Japan. No dates or screenshots that I know of.
I am going to assume very little waggle because I don't think Horii is too into that sort of thing.

Ive only played Dragon Quest VIII and for about an hour after getting bored and confused. Seriously what is the deal with these games? Should I try again or play an older one to get into this series?

I don't know what is the deal with you? Dragon Quest is the most straight-forward non-casual game series ever. The games are carefully designed so that you can never get stuck and that, if you don't understand the game, you can probably get away with pressing X to win if you don't mind taking your time.
It is quite possibly the greatest series ever.
I would think it would be hard to get into if a person's "RPG archetype" is Final Fantasy VII or something similar though, because the philosophy behind the game is quite different.
I have VIII, but never got around to playing it. I think the girl's giant cleavage really made me feel like a loser whenever I was playing it and I'd be embarrassed if someone walked in the room and saw me playing it.
