Yes. But the point is that the ATB bar goes faster and battles are more enjoyable.

Thankfully with some clever coding/scripting, I have found ways to make battles extremely fast with 4 characters while still having the monsters attack at the correct pace. It requires most of the bulk being done with battle/common events and only using the DBS functions as a secondary system, but it makes things far more enjoyable. You're still able to make the Speed stat function just like the other statistics as long as it serves as something other than the speed of the ATB gauge.

Well that's great I didn't know that beforehand, because I just got finished rearranging my entire Agility system so I guess I just fucked myself in the ass because the bulk of the game has a 4 character party.
...dude, everybody has slow battles with four characters (except Neophyte, I guess). You're just doing the best you can with a less-than-stellar program.
Yeah Feld, there's nothing you can really do about it. The only way I kind of worked around it is because I have other means of making the enemy attack, instead of just relying on their speed attribute for turns. It's very similar to Alter Aila Genesis by Neok. I think I could do something on it one day if anybody is ever interested. I don't think anybody would benefit from it though, because it's a lot of work. =/

people may also want to consider the option of making party speed up skills available early in games if you are going to use four party members. The reason I say party is because if you have a single character with high agility it slows the entire party and battle down in general...

I want to play your game. ; ; That sounds very cool. Man, I remember playing the first RM2K demo of Chrono Crisis, I literally got up and made tea while waiting for the ATB to fill up. That is the most extreme example but the agility thing is such an annoying issue in many RM games.
