Uh, yeah dude. Like Magi said, where have you been? The majority of SFIV matches are Ken vs. Ken, Ryu vs. Ken, Ken vs. Ryu, or relatively rarely, Ryu vs. Ryu.
Where have I been? This is the first time I've played SF for years and I haven't really fought anyone besides my bro. Never been to any tournaments and I have had no idea who the most-used character is/was. I've been under the SF rock.
It seems like everybody uses the same moves as I do...with ANY Ryu, Ken, Akuma, Sakura and any Ken clone (special moves)...
Why? Cause it works...I guess. So it sounds more like Capcom's problem for making a broken character and then cloning the hell out of it.
EDIT: Wait...if the basic moves are jumping HK's, hadokens, and shoryukens...then why is Ken used by most everyone rather than someone else with the same moves...which there are alot of. Is it just because he's an American badass?

Ryu style characters are usually only mid to upper mid tier. If you find playing against a shoto character unbalanced, than you're not really a very good player.

In Street Fighter 3rd Strike, Yun, Makoto, Dudley and Chun-li were god tier. Ken was top tier, but he'd still be smashed like a fly to those earlier four. Ryu was only middle tier, and Akuma was around the same place as Ryu, since Akuma takes hits like a bitch (seriously, some supers take out 80% of his life.)
Capcom vs. SNK it's Bison, Blanka, Sakura, and Sagat.
For Marvel vs. Capcom it's Sentinel, Storm, Magneto, and Cable. In the right hand these characters are so strong they make the other characters irrelevant and Ryu/Ken Akuma are STILL mid/low tier compared to the other 30+ characters in the game. Seeing Ryu and Ken trying to fight most of the characters on equal grounds is comedy.
Street Fighter Alpha 3 does indeed have Ryu and Akuma at the top with Dhalsim, Akuma, Zangief, Sakura, Ryu, Charlie at top tier.
And finally Street Fighter 4 has Sagat, Ryu, and Zangief top tier. Ken is like low middle.
Seriously, anyone who still thinks that Akuma is an unstoppable, tournament banned killing machine has missed the bus by about 15 years.

Play Street Fighter 3rd Strike. Arguably the most popular and well done SF game made in the last few years. This game will make or break someone's competive fighting game career. It's really popular. Man you have been out of the loop for a while now, haven't you!

The competitive scene, tournament info, rigorous testing, and a partnership between top players in the West Coast and Japan. That's how tiers are determined, but anyone can find out the tiers themselves using Google.
And, seriously, do tiers even really matter?
It depends. Generally, the better you get, the more relevant it is. Anyone can get good, and do well with any character. If you're playing the game to have fun with your friends, than it doesn't matter that much. However, the better you and your friends get, the more it shows.
While I have seen (personally, and in tournaments) awesome players get really good at low tier characters, the general rule is that at the highest level of skill, the highest tier characters will pretty much always beat a lower tier character. For example, unless you are the second coming of Street Fighter God, you cannot hope to win a tournament with a low tier character if you're playing in a tournament in Tokyo with world class players using top tier characters. A match is sometimes literally decided at the character select screen.
And of course using a top tier character isn't an auto win either, some characters are really technical, for example, Yun in Street Fighter 3rd Strike is at the highest tier, but it takes quite a bit of skill to do more than anything noteworthy with him at all. Any shmuck that picks him hoping for an easy win will get his ass beat. However a top level player using Yun is literally quite untouchable.
So in short, it depends on your skill level and the skill level of the 'crowd' you play.
I don't own a copy of SF4, but was out with friends the other night and wound up at my younger brother's place at 1am playing. I have to admit that I loved it, largely because without having touched a copy of SF2 since the arcades of my youth I was quickly able to pick up a pad and hold my own against people who'd beaten the game on their home consoles. It felt like a natural extension of the original classic and the little added extras to the system were easily approachable and felt natural after a few battles. With Soul Caliber and SF4 on the market, Tekken is going to have a hard time when it is finally released!

Recent SF4 tiers put C.Viper up at the God level with Sagat, which I find interesting. It just took awhile for the top players to figure out how to break and abuse her, since her advantages are less intuitive than others.

Tiers aren't intentional, tiers exist only because it's pretty much impossible for a human made game with multiple characters to be exactly balanced. Not just fighting games, but when you have any game that has multiple characters that have different attributes and abilities, some are going to be objectively better than others.

You can still use a character you like. In most games, tiers don't separate the characters by THAT much. If you're good enough, you can do great with a middle or low tier character.

Not necessarily. Tiers aren't even noticible to make it a life or death matter until you're at the highest level of competition, and that's when it's really about the "I JUST WANT TO FUCKING WIN!" mentality, because well, that's how you win competitions. Trust me, if you found yourself in the finals of a high end tournament somewhere, you're past fun, you just want to fucking win. That's what competition is all about in the end.
But of course if you're just playing with friends, casual matches, and all that, than just focus on having fun and getting good. Like I said, tiers matter more the better you get and the higher level of people you're playing.
I am not surprised in the least bit that Viper is considered "god tier" by competitive players. She is an absolute terror in capable hands and exists for mind games
