Most of the time it's just based on popularity and accesability (a good example being Smash Bros. Brawl's hilarious tier list, but that's put together by a community that, well... Let's not get into that). And how much creedance you take to the notion that balance is impossible. Some games are imbalanced, but others are not.
Rofl dude, the SBR (the "council" of dudes who serve as defacto authority on the game) are seriously intelligent, thorough fighting game analysts. They spend a ridiculous amount of time studying the characters' movesets, options, hitboxes, priorities, playing high level tournaments and gathering tournament data, scrutinizing matchups, making posts about a single move that are longer than this entire thread, etc. They know what they are doing. The community itself can be incredibly retarded but the guys at the top are solid.
And tiers will always be a reality because some characters just have better options than others. *jumps on bandwagon w/mog*
PS: I don't know anything about Street Fighter because I am a Guilty Gear player sorry!!

If it's like other Street Fighters, Ken is quicker and meant to be played more aggressively than Ryu. I typically chose Ken over Ryu in the past for that reason.
I'm very disappointed to hear Vega was made into shit. Guess I'll just save my money and continue playing SFA3~
Oh, I'd totally play SF4 regardless of what they did to Vega even though it does make me not happy. I just don't really have the means to play it.
Vega's actually quite sweet in SF4. He's currently my #2 character, and as long as I'm not fighting Blanka, I can mess people up pretty bad with the V-Man. Plus, it's funny how often people get mad and quit when they lose to Vega...

It's not about what character is easier for certain people to play as. That's not what tiers mean at all. Tier lists are objective (within reasonable human error) lists of what character are better than others. Strictly speaking, Ken is always better than Sean, 100% of the time. Sure, a great Sean may beat a bad Ken, but the characters themselves are not equal.
Tiers should not determine who you play as or who you have fun with the game as, but denying that they're there is idiocy.

I would be interested in playing SF4, except that I am terrible at fighting games unless playing my friends who don't play video games regularly... and they don't seem to enjoy fighting games. Minus Smash Bros, which isn't really a fighting game (not in the same sense).

I honestly don't think players should have studied a game, or games, to a point where all of their techincal research becomes law. Tiers are a result of this and I hate it. Games are supposed to be enjoyed, not researched, PERIOD.
It certainly would piss me of to go to a tournament and hear some guy say, "Your using (insert char. name)?! He's a low/mid tier character; you're going to get your ass kicked!"

Researching a game and treating it like a sport is fun for the people that do it. You are not influenced by tier lists when you play against someone randomly or a friend of yours, so why bitch out about it?
When you take a game seriously, you're obviously going to want to win. And if you want to win, using every bit of data by people who have over studied the game to point of being able to tell which characters suck and which don't on a basic level is part of knowing how to win. Knowing is half the battle.

Hey, there's a happy medium between tier worshipers and people who just acknowledge their existence and importance.
It's funny because most of my favorite characters in Third Strike are low tier; Sean, Q, etc. However it's hard to make a dent when you're playing someone who mastered Yun (top tier character) and they have a combo that enables them to knock you in the air and keep you there indefinitely, juggling you into they KO you.
