Here is a better point... after playing 15 hours and you party of 4 warriors has decimated everything... BUT one thing. One thing you just can't beat even with all of the herbs and potions in the world. Then starting a party from scratch you would feel like those 15 hours are wasted.

Starting over with a Cleric would mean grinding hours without a story to compell you, cause you've already gone through the story.
Luckily, we planned from the getgo to have the player have access to 8 PCs...so you can have 4 warriors and kick ass, but you can go back to the guild/tavern/whatever and make a Cleric as your 5th guy. Grind a bit with 3 warriors and 1 cleric, and you're good to go.

At least you won't be totally stuck.

MODIFY:
So it seems we are leaning towards a DQIII style game set up.

1) You start with 1 character (player's choice in class) a.k.a. The Leader
2) You can create up to 7 more playable characters at the tavern/guild
3) Using any of those 8 PCs, you can build a party of any size
4) At the tavern/Temple of Class Change, you can upgrade classes (once unlocked - however that happens)

Agreed?
Why not have 4 male 4 female... but the player character you chose the gender, so instead of 8, its 9 or is that too much? That way the player can put themselves into the role better.

As to The Leader...I'm not convinced we need a special class for him. I prefer the idea of having all blank slate characters. However, we can craft a story revolving around that character (loosely). Like, The Leader's motivation for doing X or Y will be from The Leader's point of view.

How do others feel about how we should handle The Leader?

Hm, I think the plot should be from the party' eyes not just the Hero's. Dialouge is also very hard for this between the party, because every game is different with different characters. I think a group of silent party might be good, if were going true old school style. We really don't need to focus on story that much either. I think a good your thrusted into it and NPCs do all the talking is good. Taking Final Fantasy I for example. AS your characters I believe don't talk at all.
I don't think having your party not talk at all is a very good idea. Just because this game is old-school doesn't mean it needs to be boring!
Also I should totally start getting involved in this.

Having a non-talking party doesn't neccessarily mean boring! Check out Dragon Quest I, II, III, IV (or Hero's Realm or Generica or Crazegame #437 or ...)

I mean a silent main character which is most RPGs these days. But since you customize names with all your party, you have a silent party. You just have the NPC adress you as such, think of Legend of Zelda RPGs. How you don't say anything yet they act like you do.

Example:

NPC: So what's your name?
(a few seconds)
NPC: Oh, Nick nice to meet you. Hm, can you tell me what happened to the princess?

NPC: She was kidnapped! Oh dear this isn't good at all.

If only 2k3 let us swap classes in the midst of battle.

ALSO: How does everyone feel about a custom EXP award system, where higher level characters get less from a given monster than lower level characters - maybe even to a point where certain monsters stop giving EXP once a certain level is reached.

This way, that level 1 cleric won't take 5 hours to grind to level 30.
That sounds great. It'd be difficult to keep eight characters at an equal level, especially since they join you gradually. It'd also eliminate grinding past a certain level.
Story-wise, I was thinking that it would be pretty neat if the Playable Characters in Missiongarde were a team of operatives secretly established by the King to:

1. Negate the efforts of Parliament, who are struggling to preserve Missiongarde's social order (and all its injustices) by undermining the King's legislation

2. Dispel the tensions building up around the borders of the Kingdom perpetrated by individuals both mundane and arcane

3. Protect the life of the King at all costs!

This would be a pretty good excuse for the party to do things like fight evil lichlords, participate in epic battles or, I don't know, take on the entire Parliament in an 8 on 8 battle (which is impossible in the RPG Maker engine but would still be incredibly awesome). It would also make the player feel like a badass from the start, which is fairly superior to having to defeat about a thousand rats in somebody's basement for the privilege.

Of course, you'd need LEVEL 95 enemies or something to reach max level, but that can be alleviated with a lower level cap.

...Of course, given the user-generated nature of this game, we probably want as much room for growth as possible.

SECOND POINT: Exactly what kind of stat growth are we talking about here?

Option 1:
Level 01: 0010 HP
Level 99: 9999 HP

Option 2:

Level 01: 0100 HP
Level 99: 0999 HP

Option 3:
Level 01: 1000 HP
Level 99: 4000 HP

I dunno, now that I think of it, Option 3 is kind of enticing. A low-but steady growth rate would make sense, and if damage output per turn is kept around 5-10% max health for normal monsters and 20-25% for bosses - It would leave more breathing space for strategic planning.
