i dunno i just thought about putting the theme in my game because themes like magic as a weapon is just.....kinda common and i wanted to try something new.

if you were to put bio-warfare as a weapon in the game's theme, how would you present it? would it make a good theme?
It's either there'll be few people who'll take advantage of it, either for terrorism or even use its mutagenic feats for their transcendence.
In initial project ideas, I had intended on using biological warfare as a counteract to the high protection of armored units as a part of a RPS system. Armored units were strong against modern warfare (their armors were bullet-proof and flame-retardant), but could not protect themselves from poisons and chemicals.
If I were to put a bio-weapon in a game it would be a weapon that creates zombies! And then the zombies would overrun a city and there'd be all this good zomb... Wait... They already made Resident Evil...

I probably wouldn't treat a bio-weapon any different from any other massively destructive weapon (that is it would probably only be a McGuffin).

If it were used it could do a lot of interesting things. Having an apocalypse-like setting with quarantine zones and protection suits and struggles against time to make it all good again. I would probably put this huge scale thing into as small a scale as possible. Following a victim or someone who knows a victim, perhaps in a more combat-oriented thing following a soldier in one of them suits trying to do Good Things and Help People.

But in the end I wouldn't treat it much differently than any other catastrophe.

It could be an interesting Element... for example, a modern warfare RPG could have elements like "Armor-Piercing" "Biological" "Explosive" and "Anti-Personnel".

I like the idea of a game built around the threat of a biological attack. Dreary, desolate post-nuclear-fallout games are pretty common, but the suspense and desperation of an impending threat is even more titillating.
Bio-warfare: either before detonation, or already fired, rendering the world in chaos.

~The before detonation angle
Of course, this is the epic and overused plot for action movies, games and TV shows alike. But what if there are now people involved during creation of the bio-weapon? You might now implant investigation stuff in an ABS at this theme... as if you can pull off 24 (Jack Bauer plz) in RM2K3.
