True, although it did make sense when it first came out, and was supposed to be squares last game before going broke. Thus being their final fantasy.

Gears have a lot to do with everything, could be gears representing soldiers as a way of every battle being set in motion by them.
It's actually because the soldiers themselves are called 'Gears', which is the in game name of all the military units working for the game world's primary (and only remaining, really) political body, COG (which stands for Coalition of Ordered Governments). The games and the book goes further with this by explaining the Gear/Cog allegory was intentional, as the COG political ideology places incredible importance of overall society and what people can contribute to it, instead of the individual themselves.
That ideology is criticized in the characters/setting just as much as a similar idea would be criticized in the real world (Communism, anyone?), but its begrudgingly acknowledged that reasoning is the biggest factor of how humanity has managed to survive the conflict with the Locust at all.
