I still am a member at GW, although I never go there anymore. That site feels sort of like it already died, and its corpse is slowly rotting away, if I can say that.

Actually, I'm pretty sure I joined up at least twenty (both english and foreign) game-making sites to promote my game years ago, but I scarcely visit any of them anymore. I used to be considerably active on GW, LCG (a site that I admin'd at that no longer exists), Lunatic Gaming (DHM's old site) and Liquid Motion (until Bloodrose evaporated into the atmosphere and his site vanished!). RMN has definitely kept me interested the longest, though-- I'd say it's the most generally well-rounded community I've been to.
I must say, the game uploader here is SWEET.
I can't say much else is better than OTHER sites, but I know that the uploader works, (well, might I add,) and the community actually will help you. (a few times, at least. :P)
And, as you probably know, there's a few people I tend to... disagree with. But I don't let them spoil my fun. :)

RPGmaker.net was originally founded by Rast, Kindred and Linguar. It was then passed to WIP.
Rast as in Rast X Blackwing?

Those are two are different people from my knowledge, unless he's sneaking around lately. From what I recall Rast nearly dropped off the face of the planet after he gave up the domain.
All I'm going to say is that the look of the 'old' RPGmaker.net and the what you have here today with "rmn" is of course different but the ideas/purpose behind the two are completely the same, but with different men at the helm.

Oh, didn't notice the other-language bit. I remember rpg-atelier.de popping up on some old searches, and it looks like it's still active.

I'm not very active in ANY RM community anymore, because when you are active in a comm you may make some friends, but you also make enemies... that's nearly unavoidable. Often people begin to hate you who you have never heard of. A lot of hangerons and stuff like that.
And when you make games they either hate against them or they ignore you. If you hadn't been active they wouldn't know you and were neutral towards you.
Therefore I list up the communities I post from time to time or present my games/update my threads. I don't even know all the comms I am registered... nor do I list up the comms I am completely inactive in:
English:
RMN - I like it's game database as well as the fact that it is no VXP community, don't like the forum version (to use it is not easy, you don't have a list of members or a list of your own posts...)
Gamingworld - many people there, unfortunately RPG Maker does not have the same importance as on RMN... what sucks is that older posts and threads can't be seen by you anymore
