Yes, but all three judges are busy people, so patience is key.
I'll be the first person to admit I botched the contest judging. We had some people back out and/or not follow through with commitments which led to myself and/or kentona being listed as judges. Unfortunately, I've been super busy for the last two weeks and haven't had much contact with the other judges. Not a great excuse but it's honest.
Don't worry, the results will still be forthcoming and the prize will still be awarded. Sorry it won't be as timely as I had hoped.

So we're like three weeks late and for that I apologize. I played many (but not all) the games during the initial weekend period but didn't communicate very well. I also have some very different ideas on how to handle similar events in the future, and some suggestions on some more serious events we will try. However, there were a decent number of responses and some of the games were actually playable!
So without further ado, the winner is...

I'll be honest, the game had a couple of things going for it from the start, like the fact that it was crafted with the Sim RPG Maker 95 engine, of which I love. I was the author of the original English translation patches and spent a lot of time testing the engine back in golden days of the internet. It was a unappreciated maker, but one that had a lot of good ideas that would be picked up in later incarnations of the RPG Maker series. It's definitely aged better than its RPG Maker 95 counterpart.
I am also a big fan of strategy/tactical RPGs though I have never played a Fire Emblem game before. The game was an unbalanced mess but was still pretty fun to play. Some of the units were dramatically overpowered and some were practically worthless. The dialogue was intentionally nonsensical. However, it was pretty cool how new units kept appearing during battle – more than once I found myself redirecting units to prevent surprise flanks.
Fire Emblem 6 - TILoRtQatQfP was ranked the top birthday game by two of the three judges, and was ranked number two by the other.
Runner-up was the RPG Maker 2003 game Sinfonia by Max McGee. It was pretty cool to have an actual attempt at a proper game in a contest obviously designed for blatant use of comedy and tropes.
I'll let the other judges chime in with their thoughts on the games if they are interested.

I have made some crappy notes whilst I played the game. I, too, was unable to play 2 of the games (Borefest 2 and I am ledgend) due to errors when I tried to run the game.
While I ranked them in terms of the best experience I had with them, Don's Adventure II was the best RPG of the bunch.

-I died on lvl 2 on my first try
-The concept is to run around hitting Z to deploy your net to catch monkeys that are on the loose. But if the monkeys hit you you lose HP and if you lose all your HP game over!
-This is a decent amount of fun, and great polish for a 4-hour game!
-3 stages. The last monkeys are insane! Hit detection (as always in rm2k3 action games) were off, but sometimes that worked in my favor!

-what the hell? intro screen + music
-that was an amazing experience that I thoroughly enjoyed.
-good music too

-ha!
-second-best ending ever.

-(crashed on load even after installing RM2k RTP)

-I died fighting the underwear. Not sure if I am disappointed or relieved!

-welp, nice little puzzle game, I guess
-I grew the eggplant

-wow this is impressive. Thought I wonder about the use of this engine... A lot of this seemed to be built before the contest. Not sure about its eligibility...
-whoa there's more than one level? It took me about 45 mins to do the first one...exiting for now.
FFXIII-2k3
- I hope that I don't need to be familiar with FF13 to play this!
-lots of battles, but it is a neat battle system. (I think it is similar to what Craze attempted to do with Edifice.
-the jokes might have been more poignant if I played (or knew anything about) FFXIII
-I got annihilated by the beta beast
-I forgot to save
-This is a pretty impressive and in-depth battle system for a 4 hour RM2k3 project, though!

-wow he is spot on with the tropes, heh
-A female!
-A huge guy and a mascot has decided to help you grind!
-A badass joined!
-I was pwned inthe final dungeon. Probably because I was underleveled (lol) plus, I couldn't purchase weapons in the last town.

-the system seems familiar....like a certain My Pet Zombie game...

-was actually quite awesome! Great custom charsets, and a working ABS. Kind of short, though.

-very good detail and aesthetics
-lighting effects! :o (and stepping sound effects that change depending on the surface you walk on. Nice touch!)
-wow, this is pretty engrossing
-even though there wasn't much game, this one had me riveted/interested the most.
Suicide Club 3
-ha! Pretty funny.
While I ranked them in terms of the best experience I had with them, Don's Adventure II was the best RPG of the bunch.

Well this was fun. I almost did not enter this because I am hardly ever happy with anything I can't over think or over plan. I knew I would end up devising something I could not finish in a 4 hour. From time to time, it's fun to do a little herpin' and derpin'.
