As the gameboy didn't really have fog effects like that, a possible solution is to animate the tileset in a way that gives the illusion that the player is underwater. I think you could do that by using solely autotiles for maps like this.

Another solution if you don't want to do that is to change the tone of the graphics to something a bit more darker, that way it feels more like you are travelling underwater. Right now this screen doesn't really say "underwater" to me.

Here is an example of what I mean. The water section is darker than the land sections in this screen.
Think of it as more of an ode to Gameboy instead of actually me trying to replicate everything about GB in RM. I'm not gonna go stupid crazy trying to make every little piece 'perfect' especially when it's something that you do twice.
It's fine as is - and brings to mind Breath of Fire II underwater scenes, which I was trying to emulate for this part.

... But it still don't really look like you are underwater, it looks like "cavern with a fog effect" in my eyes. D:
