The only thing I'd like to add is it still isn't clear how scum pick up broadcasts so I don't think investigating that will lead anywhere. Frogge said its supposed to target mostly town, so I doubt goons got it solely from being a goon. If I had to guess last scrums power has to do with listening in.

There's a chance he's a goon, who would theoretically show up to Liberty as "vanilla" but this is a decent thought because I doubt scum are so underpowered so as to only have 0-1 PR in this game.

I do think there are three scum though, just by virtue of the broadcast system existing. With a verifiable indie as well, there were basically 3 confirmable non-scum slots from the outset plus a guaranteed night result from the cop.
