I use Paintshop Pro but I've been using it for 18 years and mostly use it because it's cheap and familiar. I tried to switch to Photoshop once but ended up going back.

Think of parallax mapping as taking a screenshot of your entire map and then using a program like Photoshop to edit it (I personally use Paintshop Pro, but that's because I've been using it for over 18 years). All the diagonal / curved edges I made from existing RTP graphics. I sort franken-sprite'd them together. In a lot of cases I used a free-hand selection tool with anti-aliasing to trace the outlines of the rock and then I pasted them over to make new tiles. If you look close you can see some of my patch jobs are pretty shoddy. ;)
I also used an airbrush tool to add whitness to the map, and did some blurring to make dark spots on the cliff. The grass was a repeating RTP texture that I flood-filled into the white areas. I erased the grass on the road area and then used a grunge brush to create the wheel tracks on the road. The large trees and the bridge are made by Celianna, but she didn't have any winter trees so I had to do some recoloring. I think the trees actually turned out pretty good. The trees are a whole 'nother image pasted on top of the ground image so you can walk under them. I made sure to paste the tree trunks directly into tile squares I could setup impassible blocks at their base.
I am using Yami's Overlay Mapping Script to make this all possible.
I think I could have done more to the map as far as small touches. It's not a very big map as it's my intro scene.
