TACHYON'S PROFILE

I'm currently doing the quest where you have to find the missing votes for an election. I've searched both the villages (called East and West Hildebrand) and Vance got poisoned eating the Salted fish at West Hildebrand.

Anyway, I've searched the shrine to the south as well where the votes were tallied, all I found was a rope.

Does any one know how to finish this quest?
