I finished the Christmas event, but I'm a bit disappointed that I wasn't able to equip the rewards.

yes, it was a glitched, which was fixed with the new update.
You can re-do the christmas event in 10 minutes if you know the area and gain your combat level back pretty quickly.

For the 3rd present, you must try out the Legend skill, it is located in the first legend dungeon near the rock. You must be south of the rock and press enter in order to get the present or you'll get a message that you can't access it from there. Once you have the present you can simply exit the dungeon by pressing enter near the orb south of your location.

Where is the first legend dungeon, because the only dungeons I've come across up to now are the water (lv.14 fishmen) and fire (lv.21 baby dragons) dungeons?

Is this Legend area across the broken bridge that requires me to have 17 Agility (IIRC) to cross? I seem to have searched all other parts of the game that are open to me at lvl.21 combat, so I'm beginning to worry that I may have made a mistake for attempting this event too early.

Okay, I will help you out a bit... this is not the area you must go.
This area you are trying to access is the other town, Quanzfalls which isn't required for the quest. What you need to do is go west of the island with the sailor. Then, in this west island,go south and press enter to talk to the fairy. She will bring you to fairy's meadow and you simply just walk up to the next map with the building. You walk to the area behind the building and find an armoured man. You must talk to him, which lets you go to the Legends area. Go across the bridge then follow the brick road to the hole in the wall. This is the dungeon area. You are able to access F1,3,5,7,9 depending on your levels. Access F1 (Earth) and you will begin. A message will pop up telling you that the present is in the rock. Head over to the rock and get the present. Then you can leave using the orb and bring the presents back to Santa from the way you came.
