The level 2 recipe book is dropped by Raimur. To be honest I can't remember where else you can get it. I will check later.

It happened once when sell items in this shop. I have 2 quest completed but the same continues without being finalized and another finished but not complete. finalized the remains active.
Sucessfully delivered 5 compotes
sucessfully delivered three sauces
Colorous Cave 2 mission completed but still asks to speak to Zathus.

A question where to find higher level book?
