It doesn't matter, you should still play Parasite Eve.
Now I'm thinking about Parasite Eve 3 and how inevitable it is that I'm gonna buy a PS3 eventually no matter how much I convince myself that it's a waste of time and money. Or a 360.

on a side note, I am completley 100% fluent in Japanese and have definitely played and enjoyed the Genso Suikogaiden games that's right

Is the latter thought in direct correlation to the former? Because I was under the impression that Parasite Eve 3 was going to be for the PSP...

Now I want to replay the Suikoden games. Finished 1, 2, 3, and basically finished 4 (stopped at the last boss, watched my brother finish the next day and didn't feel like playing through what I just saw). Bought 5 but stopped after a while for some reason. Maybe I should pick up the DS one. Didn't get all 108 stars in 1 and 2, now that I think about it though... but I have enough games on my currently playing list already... myeh.
Only play the DS version if you don't mind feeling heavily infuriated by dungeon design reminiscent of a "My First RPG Maker gaem" only 100x10^10x worse.
