sweet top ten but i could not possibly name enough. My favourite overall is good old Bowser from the mario games especially super mario 64. Overall he is a cool villain.

You really like Ish? I mainly put work into the look rather than the character. But thanks... :)

1. Sun Li (Jade Empire)

This guy was known as the Glorious Strategist and he lived up to his name. Also, he knows kung-fu.

2. Sephiroth (Final Fantasy VII)

Yeah, yeah, now everyone prefers the insane clown from FFVI, but this aloof and slightly androgynous SOLDIER was far cooler than the insane circus sideshow, and he definitely knew how to take dramatic poses.

3. Darth Malak (Star Wars: Knights of the Old Republic)

Darth Malak was everything a good Sith Lord should be: sinister, treacherous and partially mechanical due to past injuries. He was so badass he even refused redemption at the hands of one who had himself been redeemed.

4. Dycedarg Beoulve (Final Fantasy Tactics)

He wasn't the biggest or baddest of FFT villains, but his connection to the hero along with his political treachery earned him a place on my list.

5. Cao Cao (Romance of the Three Kingdoms)

Not so much a villain as a cunning politician, Cao Cao's ruthless war tactics and unlimited resources send shivers down the spines of ROT3K noobs.

6. Dagoth Ur (The Elder Scrolls III: Morrowind)

This dude kept people up all night. That is pretty damn awful. Also, he had a cool mask.

7. Emperor Barbarossa (Suikoden)

He's one of the few end bosses who I didn't actually feel were villains. His greatest crime? His inability to tell Windy no. Despite being immune to her magical wiles, he let her destroy his empire because she reminded him of his deceased wife. But silence is acceptance, I guess, and not a good spot for an otherwise honorable man.

8. Sydney Losstarot (Vagrant Story)

Following in the long line of crazy religious cult leaders like Falwell, Dawkins and that FLDS guy in Texas.

9. Vayne (Final Fantasy XII)

He is an interesting character who actually cares for the welfare of his people but isn't afraid to step on the little people if the end justifies the means. Also has awesome hair.

10. Saren (Mass Effect)

For some reason he reminds me of Starscream of Transformers fame, and that is enough.

Special Mention: Darth Revan (Star Wars: Knights of the Old Republic)

I consider him to be a hero (probably my favorite), but if I considered him to be a villain, he would easily top that list as well.
Suikoden II - Luca "Bloody Bastard" Blight
If there was anyone who deserved killing, it was he. Bastard.

Breath of Fire II - Ray
A nice guy in a bad organisation.

FF VI - Kefka
'Cause the world needs more crazy homicidal clown-generals.

Breath of Fire IV - Fou Lu
The true main character of the game, imo.

Suikoden I, II, III - Yuber
Cause I wuvs him. <3 <3 <3

Wild ARMs - Alhazed
I hated this fly/dog/luck dragon/mutation creature of ebil.

Nothing to be said here. He's insane.

2. Kefka (Final Fantasy 6)

4. Delita (Final Fantasy Tactics)
I guess he sort of counts. He's more of my favorite character than favorite villain, but whatever.

5. G-Man (Half-Life series)

6. Ganondorf/Ganon (Legend of Zelda)

7. Ridley (Metroid games)

8. Dracula (Castlevania)

9. Kerrigan (Starcraft)

10. M.Bison (Street Fighter)

I love all the Luca Blight recognition, one of my favorite villains. Dude was fucked up.
I probably can't name enough, but my favorites are Ganondorf from Ocarina of Time, Nightmare from the Soul Calibur series (Badass character with an awesome look and backstory), and the many demons of hell from Doom. (Evil incarnated! The tortured human 'props' in the levels still freak me out.)
Yeah, i would have to agree as well with Nightmare from the Soul Calibur series. He was one cool villian.
I don't really have a favorite villain from commercial games. Magus is pretty awesome, but he's more of an anti-villain anyway.

But I do think it's worth mentioning that Shadar is the craziest villains in any RPG Maker game ever. Kersh has the pathos, Strata is incredibly petty and also incredibly awesome, and The Raven is probably the most sympathetic character by the end of Clouded Heart, but none of them have choirs of hellish voices that chant whenever they teleport dramatically, or impale somebody with magical powers. He also has a scythe.

Man, I'd have to say Luca Blight was the most insane villain in the history of video games. It took five or four parties to defeat him, and it was not like he was some invincible creature like Kefka was, or some powerful race like Sephiroth. He was just a crazy human.

But yeah, he's a much more believable villain than say Kefka or Sephiroth.
