Even compared to other foreign countries? It just seems that the Japanese are just flat out weird when it comes to their sexuality. Used panties (from vending machines), women that look like little girls, dickgirls, tentacles, adult nursing, game show porn, the list goes on.
Yeah and I know every corner of the world has their weird shit, but Japan is internationally known for taking the cake for off the wall sexual interests. There has to be some sort of cultural reason for this.

It's not a question that can be answered, I highly doubt that anyone in Japan sees it as weird, it's just part of their culture therefore it being normal to them. I wouldn't necessarily go to the point of calling it weird anyway. Just different.

I thought of the whole cultural relativism thing, and I would have left it at that if the entire world didn't see Japan as weird. Like I said, every culture has their weird stuff, but almost the entire world looks at Japan and sees some of their sexual interests incredibly bizarre. The thing is, why has Japan developed such a different sexual culture than the rest of the world?
The thing with culture is that it builds on itself. So somewhere along the line a long time ago someone in Japan started the trend and it just gradually happened that way, I guess. There's probably a longer-standing cultural reason why the trend would take off in the first place. So you're probably going to need an expert of Japanese cultural history to answer the question.
I would hazard a guess that it has something to do with the fact that ever since the industrial days Japan has wanted to mimic the West and they still feel that today, so they're willing to abandon more traditional Japanese culture in favor of ours. But the difference is that we have Christianity that explicitly says sex is bad, whereas they don't. I don't know a damn thing about Japanese religion, so I could be flat out wrong, but it could very well just be a result of Western culture minus conservativism. And once they start being open about sex, then the people are willing to experiment and the result you get is modern Japan.

But Japanese people have as much sexual repression as we do, like you said. Christianity hasn't much to do with it because sexual repression to some degree (and more) exists in all (or a lot at least) cultures. So why is their release so much more "stranger" than everyone elses?

From what I do know (I did converse with quite a few Japanese people who were trying to learn English), the Japanese always try to adopt things and take them further. Cars, manufacturing, electronics, game shows, reality tv, and so forth. Our video game systems are made by the Japanese, as are the "good" quality TV's/electronics, etc. (and yeah, I know Sony is kind of marked up like crazy and I'm not sure it's worth all the money) So they have a tendency to explore outside their own culture... a lot. Just something natural to them. They take it and make it their own in efforts to be kind of self-sustained (if they know it, then they perfect it and then they no longer require us for the technology/etc).
In addition, the Japanese also believe that true sensuality is released in very awkward ways. I do not understand why, but I know this as a very base fact. Let me explain a very standard "getting laid" procedure in Japan.
Girl comes to your place. You relax, whatever. Maybe have dinner. Then, you ask her, "Do you want to take a shower?" The Japanese want to be clean before and after they have sex. Something to do with purity or some weirdness. The female is typically submissive and doesn't move or do anything. This is the "accepted" normal happening there. The guy does his stuff. It is "proper" to be quiet by the female. The man's responsibility is to get the woman off -- she does nothing. It's almost formal. The man will usually say something very bizarre like "I'm using my entire lifetime's amount of sperm on you," which would roughly translate to "I love you," "This is hot," or "You're hot." Sex is finished, you try to clean up the mess and take a shower AGAIN.

Actually, the Japanese really do put a lot of store into cleanliness. They won't even get into a bathtub unless they've washed themselves OUTSIDE the tub first. This is not to mention the shoe thing, which though we'd now take for granted, back in the day (lol, the day) women in Europe didn't scrub floors just because of dust. This has long been recognized as a staple of Asian sexuality and it's been confirmed by a lot of people as well, so it's pretty true. And it sucks. Screw cultural relativism here, that sucks. Japan has always been socially and emotionally repressed, and continues to be so, but sexually it's much less so, and has been for some time. Most of the "sexual repression" you could apply to Japan these days is really just an aspect of their social repression. As an example, Japan has little taboo on homosexual behavior or fantasies, but has a huge problem with the idea of same-sex relationships*--not because they think it's sexually deviant, but because it's socially deviant.
Basically, it all comes down to Queen Victoria. She was ashamed of her sexuality and told everyone in the empire to be ashamed, too. It's not necessarily a result of religion--there are plenty of Christian cultures that are much less repressed than Britain and America--France comes to mind, as well as Brazil.
That said, I think that the issue isn't so much that Japanese people are any more weird than the rest of the world sexually, I think it's just that their kink is much less hidden than the rest of the world. The prevalence of doujinshi culture (which, contrary to the belief of many, does not necessarily mean "pornographic fan comics," but rather can mean self-published media of any genre) and the Japanese spread of technology mean that basically everyone with a fetish has some way of putting it out there for the world to see. Hell, they invented the prototype for 4chan--look at what we've learned about how twisted the Western World's minds are from that!
Also, yes, there are plenty in Japan who consider a lot of this stuff weird. There have been movements to ban certain genres of pornography on several occasions, and well-known names have spoken out against the misogyny that runs rampant in Japanese erotica--Hayao Miyazaki (noted for his feminist leanings), for example, has chastised the entire porn industry, and he's far from alone.

As far as the subject, there isn't much to say besides the pent up, repressed sexual thing. Fetishes are often the urging of your opposite self, or subconscious "id" or anima (animus for females).
