CloseI was trying to play Seraphic Blue, an older RPG Maker 2000 game, and I keep getting this error even though I have installed the RPG Maker 2000 RTP that should be necessary to play this game.
I've got Windows 10 if that complicates things?
Any idea what could be causing the issue?

The game doesn't have it installed, so you need it on your computer. If you had RM2K, it wouldn't be an issue. Fortunately, RPG Maker prepared for that and offers the RTP as a separate download for free. (No license so you can't make games with it unless you buy the engine.)

There are also the non-Legal RM versions on RMN. If the RMW version doesn't work, try the RMN one.
The 1.8 version has a bunch of rips and other files in it, as well as different names. Some games used it.
