The latest version of RM2k3 is 1.09, but I don't recommend getting that because of all the things that got mistranslated. Instead, you should use version 1.08, which has a more accurate translation than 1.09.

That's an unofficial mod, not an update. There are plenty of patches floating around (Cherry's work, DestinyPatch, Aten had a few things), but the official stuff is up to date.
If you want a "fresh" user interface, you could try RPG Maker 2009 Ultimate, an extension to RPG Maker 2003.

Speaking of rpg maker 2009 ultimate, mine broke. Doesn't save changes anymore, only the database though.

It's not a mod, it's a new engine from the ground up. It's not an update either, it's more of a reboot. Not to mention legal, too (the engine, if you cracked the editor its still technically illegal).

Yes, it's technically (and specifically) about 45% finished so far. The download comes with a spreadsheet telling you what things work and a manual describing how to use the extra features.
I also recently fixed the engine so it should, to some degree, work with RPG Maker 2000 and RPG Maker 2000 Value. Lots of people use RPG Maker 2000 Value! because it's easier to get legally and I think they yet still sell it.
