Might be of use to some people? This guy's work in particular is rather nice.
Since I got the art part cover so I don't usually look for art resources on the web.
Audio, on the other hand, is what I'm lacking. So here are some links for music resources that I use.
Affordable Audio for Everyone
- Not free but it's pay whatever you want. The quality is really good, and there are many files in one pack. It's worth it, I'd say.
Oh! Thank You!
- So many free awesome music in so many styles. They are all free with an option to pay them to say thank you. Otherwise, allt hey ask for is the name oo39.com in your credits.
The Match Makers
- The home of Japanese doujinsoft's sound effect. So many doujin games use sound effects from this website. It's free, and you dont' even have to give him credit. Though, I'd suggest you do anyway!

I'm really surprised that no one has mentioned about OpenGameArt.
http://www.opengameart.org/
Lots of high quality graphics, sounds, and music made available under different licenses (public domain, Creative Commons, GPL). It has a great community as well, consisting mostly of people who work on open source game development. It's the primary source of external content for my game, and we share our work back on the site as well for others to use.
Here's a couple items that I've uploaded there:
* Sprite Skins - made by one of our artists, not me
* A handful of castle tiles - made by myself for a contest (I'm not an artist, so keep that in mind)
EDIT: Oops, it already was mentioned but I didn't see it on my first read through of the thread. Left my post here anyway because I feel this site deserves extra recognition. :)

For music I use
http://freemusicarchive.org/about/
(along with 'creative commons music searches')
There's a lot of music thats allowed to be used even in commercial projects with proper crediting.
If you're adventurous and/or use parralax mapping, I'd recommend
http://www.cgtextures.com/
and
http://texturelib.com
It's amazing how much better things look in game with a little real world texture taken down to the right size and mapped over!
For sound effects
http://www.freesfx.co.uk/soundeffects
Really helpful for longer background sounds.
All of the above are licensed as available for use in commercial projects with proper crediting. Note that CGtextures has restrictions (namely, primarily for use in creation of games and models)

I started a blog that i'm planning on building into a fairly decent archive of Japanese Rpg Maker Resources. A lot of the sites are places that get passed around in the community a lot, but a lot of them are more obscure.

I've been starting a Horror themed Adventure game and a few of the tracks come from here:
Broken Notes
(And if others want to use this music, you can contact them here.)

What I mostly need are facechips (I CAN make these myself if I really have to) and battle animations (I'm not talking about the characters you see on the world map). Music, I write myself and the onscreen character animations are a lot simpler than people think. I could draw the faces and scan, but I haven't drawn in years.
I'm a composer looking for a summer project. You can check out my stuff here https://soundcloud.com/natasha_gita
If you like it, hit me up to write something similar! :)

author=ZerafThis guy's stuff is awesome! Some of the music from there was used in ib.

Usually RPG MAKER 2k/3 and XP only resources contained here, also has a big midi database with origial stuff and custom midified rips from popular rpgs and games.
I usually get all my stuff from here. A word of warning though some of the original midis are total crap execpt for a few in-house composers.
Note: I realize now its already listed, but that link goes to their forums. I provided a direct link that is also accessible normally but one less click (and its in English here as many languages are supported there.)

I can't believe it's not REFMAP chipsets for RM2K3 that aren't ripped. Other stuff is available but there is one thing missing- a ship tileset.

Can anyone read the terms of use for these? Really great trove of resources, I just want to make sure they're freely distributed.
