History of Outlaw City


Outlaw City wasn't always called by that name, it was previously known as Generation City, a city outside of the reach of foreign policy and law.

The short but powerful history of this city was forged during the beginning of the Energy Depression, when Generation Corporation promised the impossible; nearly infinite, cheap energy. With only two strings attached.

Although disbelieved at first, Gen. Corp proved their claims and were granted their concessions by the world governments:

First, the funding to create their endless supply of power, the Infinity Generators.
And secondly, land and complete sovereignty.

And so Generation City was formed next to the four gigantic Infinity Generators that fed the energy needs of the world for years.

Still afraid of another budding energy crisis, and given breathing room, countries frantically developed other forms of energy; thermal, advanced solar, large hydroelectric plants, and other forms advanced and soon were enough by themselves.

Their timing was perfect as the next year a huge and impenetrable domed barrier formed around the generators, cutting the power flow out to miniscule levels.

Without the interest of the world at stake, Generation City fell into a lull, and it's only other product, freedom from world laws, became it's primarly sales point.

For several years, Generation City became a place of crime and crusades, black markets and money lenders flocked and many transactions were performed within the city. Things were going poorly, and as history had shown, downward trends had a nasty habit of continuing.

The shield that had blocked access to the Infinity Generators had been leaking a strange radiation, one which began to affect the citizen. Nearly unnoticable at first, things began to speed up, and soon citizens found themselves changed.

The changes were not always disfiguring, and they were usually not even negative. People soon found themselves possessing increased physical attributes, and some found themselves able to control the elements or use powers not unlike those of comic-book superheroes.

The protagonist of this story, more or less, Sahra's history is less shady than it might seem, although her future more murky.

Mistress Mystic


Her memory erased after an escape from Gen Corp, Mystic seems to be more the protagonist than Sahra, although it always seems to be Sahra that bears the brunt of the troubles caused.

Blast from the Past - Updated!

It's been a long time that I've wanted to do this, finally got around to it!

Final "update" for Outlaw City - Less of an upgrade and more just fixing the balance in combat (enemies had enormous HP and battles dragged on sometimes with Stamina being sapped too easily or attacks being hard to chain.) Most of the game has a much different feel now however.

Change Log:
- Combat is now fast-paced and short
- Each PC has had skills changed to be free or increase their Stamina on use to avoid the need to build Stamina (for example Mystic's Flash gives stamina regen for 1 round, and Proto's Kinetic Shield gives stamina back and costs nothing, and many more)
- Damage on various attacks has been increased
- Enemies have been balanced to be more dangerous but have less massive HP
- Barriers are now on a 2 turn and 6 turn timer (for single target and team respectively)
- Some notes on the combat system were fixed
- Minor bugs fixed during the playthrough
- Fixed bug in second to last blooper (music and background sound not fading before last blooper)

Updated file is now available as the primary download!

Uh, you mean PROtagonist, right? I'd assume this was just a slip/typo except you make the same mistake in the next sentence. (I am playing this now.)

I just stopped playing because I couldn't beat the basically unbeatable master lancer. : (

If I review the game now, how much of it will I NOT have played? I don't know how much is left past the point where I got stuck.

Master Lancer? That's not the optional female boss in the Knight's castle, right? (She's supposed to be super hard.)

Edit: To be fair if I had an unencrypted finished version of this left, I'd take every enemy and reduce their HP by like 25% at least - the normal enemies anyway. Sadly I don't have a finished version except one I started working on, edits I didn't plan to finish~

If you'd like I could probably find a version and fix the battles a bit and you could play/review that?

D-DOUBLE EDIT: Found the enemy, not the one I was thinking of. If you get bored can you send me your save? I'd actually like to give it a go and see what I was inflicting on people. ps. You're actually missing quite a bit of the game, probably at least 2/3 or more, along with the final party member.

I was going to recommend either this or making the heroes do more damage in my review. When I have specifically chosen the direct damage abilities like Flame Blast and Nether Combo and Beam Pillar and spent my CP maxing out their damage...and they are still hitting for like 25% of the damage of some regular enemies and far less for bosses...on normal...not good.

Yes, difficulty takes effect instantly.

You can always go finish the other games first and worry about this in another few years or something. ;3
Ok, I just recently started liking and giving credit to RPGMaker games. I downloaded half the games of this site, and I can tell that this one is one of the best ones, thanks to fast, cool combat system and sort of catchy story.
Spell/skill descriptions and effects are sort of misleading, with some of them seemingly redundant, thou... I'd have to do quite some save-trial-reload, but that's ok. I'd like to see some comments on them.
My rating: 4.5 stars :)

uh, how can we get the chests by the end of the sewers ? :)
Okay, new Blog added, but:

1. This should be a lot less painful to play now! (ie. Enemies DIE FAST and your powers feel like SUPER POWERS now)
2. To get the chest in the flooded sewers, once you get into Gen Corp, there's a basement room where you can turn off the flooding! :)
3. Skills shouldn't really be redundant with the exception of a few like Proto's 4 elemental blasts (same attack and stats, just different elements)

My main combat fluxogram is:

Sarah:
Buff with Dark Clarity, Cellular Enhancement, Nether Force
Then Dark Absorption, Dark Release, Nether Combo, Nether Strike, situational skills

M'Mystic:
Dusty Haze, and after she's adaptative; usually Recovery Aura, Flash, Icy Aura; Experimenting with Molten Earth / Flash Fires / Arcane Break; Arcane Spear seems to be almost the same as Flash.

Dark Majesty:
Charge x2 > Darkened Sky (that seems ok on its own) > keep charging > Beam Pillar. I like also Murky Energy and Nether Crawl. I dislike Lightning Storm, as it's hard to use and I prefer go picking one foe at a time.

Proto:
I'm going with the shields instead of barriers right now, and also the three Enhancements.

Questions:

- Is it good to put points on damage / accuracy / activation in the following skills:
Dark Clarity, Cellular Enhancement, Nether Force, Dusty Haze, Recovery Aura, Charge and Double Charge, Darkened Sky, the shields and barriers, Force/Health/Stamina enhancement?

- Is it good to put points on stamina for Dark Release and other stamina-less skills?

- Any other tips? :)~
The flows you have there sounds pretty good; thoughts:
1. Sarah looks solid like that, notes:
- Her Dark Absorption skill is a great AOE Hate skill, you can, in the first round with it's stamina cost lowered, pull the hate of every enemy.
- Provoke ADDS stamina now, so it's like a Charge skill that also lets you ensure hate from an enemy.
* But both of those are only handy if you're using her as a tank, I do that since it lets me use Proto to quickly buff just one person with shields
2. Mystic looks good, but:
- Molten Earth is great to launch before a Beam Pillar, Lighting Strike, Nether Combo, or other multi-hit skill since it's "No Evade" means none of the hits ever miss while they're affected.
- Dusty + Flash (on the most dangerous foe) will give you enough Stamina now to do just about any second skill.
- Arcane Spear stacks with Flash and Dusty so you can really debuff a foe
3. Dark:
- Lighting Storm can be hard to use since you need to fully buff the Stamina Cost on both Darkened Sky and Storm, but if you do that skill will finish basically ANY random encounter in one turn (of course you can do it just about as quickly with your other patterns) - Darkened Sky stacks with all of Mystics skills, so it leaves enemies missing a LOT. :)
- Charging to get stamina for skills and then using them for Beam or Backlash is a solid method.
- The Dark Absorb (I think? the one that buffs health) is also a very powerful single-hit skill and helps if she draws too much hate.
4. Proto:
- Barriers can be really handy but have a recharge, still, the group one can give you breathing space in a tough boss fight
- I love Shields because while they're active the HP % skills (like 1/2 HP, etc) are only half as effective (so 1/2 HP becomes 1/4 HP - HP to 1 skills still do their normal effect though!)
- Her enhanced ARE awesome, especially a Force on right before Beam Pillar, etc (stacking Dark Absorption, Nether Force, and Cellular Enhancement with Force Enhancement right before a Dark Release/Nether Combo can give really high damage, especially with a Molten Earth to ensure no "Dodges")

"Damage" and "Accuracy" ARE:
- useless on self or team-buff skills like Dark Clarity, Cellular Enhancement, Recovery Aura, and the Charges (and almost all of Proto's skills)
- "Accuracy" does help on Dusty and Darkened Sky
- "Stamina Cost" doesn't help skills with no Stamina cost

If I had time I'd have put in markers to disable the useless bars for some skills. :/
i get an error when i am in the sewers it says something about battle script error.
this is what it say after a while of fighting.

The fonts in majority of menues aren't visible for me (Status screen for example). Can you tell me which is the font name? Probably is a "default" Windows font, but in any case, it would help me to know.

Fonts should all be "Arial" or "Tahoma" I believe, hope you enjoy it and hope you can get the menu text working again!
Wo-wo-woopa! I think I messed it up! There was an issue with my RTP, so its nothing to worry :P. Anyway, reinstalled it, and now works! (in any case, dunno why my PC had the Tahoma Normal, but not the Bold O.o lol).
The game seems neat! I like the twists, very well placed, AND I really hate Mystic!

ok so i was playing the game and i couldn't figure out how to open the bottom gate at the end of the first sewer... is it even possible to open?
Do you have a screenshot? I'm not sure which you mean, sorry.

If there are treasure chests or anything visible it should definitely be accessible though.
