ok, so question here, if we have an hour, that doesnt mean we can't plan a bit right? it just means we only get a hour to design, right?

Well, we've increased it to 3 hours. All of the game's creation has to occur in those 3 hours.

What you can do ahead of time, is collect music and save tilesets/characters/pictures.

I think that's fair. I assume most gamemakers already HAVE a bunch of those saved on their computers anyway.

Right, but obviously if it was already on your computer, it's fair game... so
stuffing your computer with graphics for future games is technically not cheating!
