My suggestion was that once you decide what to do with the maker points, you could award more points to games that have been rated highly by its' players.

There should probably be some sort of group of reviewers (hell, round up those who've reviewed the most in recent months) who can band together to clean up the scores so they truly reflect the quality of the games submitted (there are tons of idiotic demos that are rated 5 simply because no one has bothered to challenge their rating by PLAYING them and offering any real criticism) then distribute points based on the quality.

In addition to the Misaos, there could possibly be a mid-year (June/July or so) mini-award thing for early year for stuff that may have been missed in the previous December/January. Minor demos can get attention from this. (or perhaps a Best DEMOS contest to encourage people who've submitted demos to actually COMPLETE their work for a change).

Of course, every 2 months I'm doing the 3-Hour Game Contest to keep people on their toes and participating. I might offer incentives outta my own pocket if I start seeing some fun stuff!
