Save yourself some headaches in the future by opening the run menu, entering "msconfig", going to the Tools tab, and disabling the UAC.
Any website designers around?
Yeah, professional work is not cheap, and as you will never make any $$ off of the game, I would use something inexpensive and simple.

Import Error
A stream is a memory stream, i.e., the image that is loaded from the file and put into memory. RM's stream reader or writer is failing for some reason. It has nothing to do with the image format, but something inherently wrong with the image itself (at least as far as rm is concerned). You may just be out of luck.
Dire Need of Help
So, I know that there is an option somewhere in the database that will make the characters run to the target before attacking, but for life of me I canot remember exactly where, and I don't have rm2k3 here.

Go into the database. You can find it in the System tab. Also, you can change it through an event command ("change system settings or system BGM depending on the version).
